Digital Payment in Health Domain
The Digital India programme is a flagship programme of the Government of India with a vision to transform India into a digitally empowered society and knowledge economy. “Faceless, Paperless, Cashless” is one of professed role of Digital India.
Promotion of digital payments has been accorded highest priority by the Government and is one of the key highlights of the Union Budget 2017-2018. Accordingly, a pan-India target of total 2,500 crore digital transactions through five payment modes namely UPl, USSD, Aadhar Pay, IMPS and Debit cards, and GoI has achived target of 2060 Crore digital transactions durin FY 2017-18. New target of 110 Crore transaction has been assigned to department of Health and Family Welfare for FY 2018-19 and incentive schemes has been initiated for promotion of digital Payments
Touch Points for accepting Digital Payment in Health Care Organisations (HCO)
Ministry of Health & Family Welfare requested all the public and private Health Care Organisations (HCO) for enabling all customer touch points with Digital Payment acceptance infrastructure.
Patients/Citizen can pay by means of UPI, BHIM, Mobile Wallet, Credits & Debits Cards in various health care organisation
Health facility should enable all customer touch points with Digital Payment infrastructure

Action Taken by MoHFW
- Digital Payments Committee constituted in MoHFW
- Action plan prepared in accordance with action items identified & outlined by MeitY,
- Advisories issued to States/UTs(395 KB)
(Principal Secretary, Health and Mission Director, NHM) and all Central Govt Hospitals/ Autonomous Institutes(391 KB) in April & May, 2017. - Advisories issued to all the Empaneled hospitals/Diagnostics Centres under CGHS (277 KB), including private ones, to ensure 100% digital payment on April, 2017.
- Advisories issued to State Nodal agencies (SNAs) of States/UTs under RSBY (790 KB) for use of Digital modes for financial transactions.
- Meeting held with State Nodal agencies and representatives of RSBY during National Workshop held in May, 2017.

- States/UTs Government vide MoHFW letter dated 7th August 2017-18 (887 KB)have been allocated targets of digital payment transaction in Health Care .
- Presentation on Digital Payment was made by MOHFW & NPCI offical in the executive council meeting of the Maharashtra state chemist & Druggists Association on 17th August, 2017
- "Meeting with Principal Secretaries (Health) of all States/UTs held on 18th August 2017 (576 KB) at Vigyan Bhawan,New Delhi."
- Presentation on Digital Payment was made by MOHFW & NPCI offical in the executive council meeting of the Indian Medical Association (IMA)on 27th August, 2017.
- Presentation on Digital Payment promotion in health sector was made by MOHFW, SBI Lucknow and NPCI, Lucknow in the Annual General Meeting and CEP of the Chemist and Druggists Federation (CDF) on 3rd September, 2017 at Lucknow. The BHIM APP and Bharat QR code was also promoted during this event. The office bearer of the federation directed all the participants
- MoHFW has organize a workshop for members of IMA to promote digital payment mechanism & the use of BHIM APP and Bharat QR code was promoted on 8th of Sept. 2017 at IMA House, New Delhi for leaders of IMA.
- Presentation on promotion of Digital Payment in health sector was made by MOHFW & NPCI official at National level meeting of Chemists & Druggists Federation, on 10th September at Mumbai and was attended by more than 500 delegates from all over the Country.
- MoHFW and NPCI made the presentation on promotion of Digital Payment in health sector at 7th International CME, Workshop & Conference on ‘Cost Effective Use of Technology in e-Healthcare’ on 13th September, 2017 AIIMS, Delhi.
- Advisories issued to Additional Chief Secretary/Principal Secretary, Secretary & Mission director of all the States/UTs for the promotion of digital payment promotion dated 05.10.2017 (723 KB)
- Advisories issued to Director/Medical Superintendent of all the Central Govt. Hospitals/ and Autonomous Institutes for the promotion of digital payment promotion vide dated 10.10.2017 (989 KB)
- Advisories issued to all States/UTs Drug Controller for the promotion of Digital Payment vide letter dated 20th October. 2017.(558 KB)
- Advisories issued vide letter dated 27.10.2017(1,128 KB) to Central Govt. Hospitals/ Autonomous Institutes for integration of BHIM APP & Bharat QR code in the payment gateway of hospitals
- Advisories issued vide letter dated 27.10.2017 (1,207 KB) to all States/UTs for integration of BHIM APP & Bharat QR code in the Payment Gateway of Hospitals.
- Advisories issued vide letter dated 19.12.2017(419 KB) to all central Government Hospitals/Institutes for promotion of Digital Payments using BHIM app and Bharat QR code.

Target for Digital Transaction assigned to Health Sector
A target of 110 crore digital transactions –FY 2018-19 have been allocated for health sector which includes : (i) Centre + State/UT (ii) Public + Private sectors
The Target of "number of Digital Transactions" assigned include following payment in Digital mode:
- Payments by the citizens/patients towards availing medical services for OPD, IPD, Pharmacies & Labs in all Health care organization (HCO) including Private Health care organization.
- Payments by the citizens/patient at chemists and Druggist shops, AMRIT pharmacies, Ayush drug stores, Jan Aushidhi Centres, diagnostic labs / radiology centers and clinics including Ayush centres.
- Payment made by students towards college fee and other charges in Medical, Nursing, Dental Paramedics colleges / Institutes/ Universities, Training Institutes etc.

MIS portal - Reporting of Digital Transactions
Ministry of health and Family Welfare has develop an online reporting mechanism (MIS) of data pulling and data collating for digital transactions from across the institutions from States/Central Govt. Hospitals/CGHS/NHM. With the help of MIS Hospitals/Institutes across the country can populate the digital transaction data consisting of total Number of transaction (Digital & Physical)
